The debate over AI consciousness has become a distraction from more pressing concerns. Tech leaders like Demis Hassabis, Dario Amodei, and Sam Altman invoke imagery of "runaway" and "rogue" AI agents to justify regulatory frameworks, but this framing obscures what actually matters about current systems.
Current AI models don't possess consciousness, awareness, or anger toward creators. They execute patterns learned from training data without subjective experience or intentional agency. The language of "autonomous actors" and "superhuman" systems conflates capability with sentience in ways that cloud real policy discussions.
This rhetorical trap serves multiple agendas. Tech leaders cite consciousness concerns to legitimize regulation that protects their incumbency. Policy organizations counter with arguments about AI sentience to resist oversight. Neither side addresses concrete harms: bias in deployment, labor displacement, privacy violations, or concentration of power in the hands of a few companies.
The consciousness question is fundamentally unanswerable with current science. We lack agreed-upon definitions for consciousness itself, much less ways to detect it in non-biological systems. Betting regulatory strategy on solving this unsolved philosophical problem guarantees endless debate while real systems cause measurable damage in the world today.
What demands attention instead: How do these models make decisions affecting humans? Who bears responsibility when they fail? What safeguards prevent misuse? How do they concentrate economic power? These questions have answers. They require engineering solutions, not consciousness metaphysics.
The consciousness framing also risks comforting the public with a false choice. If we decide an AI isn't conscious, we're tempted to relax our guard. If we decide it is, we've delegated responsibility to machines. Either way, human oversight and accountability disappear from the conversation.
