The governance gap widens because Physical AI systems interact with environments humans occupy. A language model generating incorrect text causes reputational damage. A robot moving incorrectly causes injury. Current regulatory frameworks struggle with this distinction. Most AI governance focuses on algorithmic bias, transparency, and fairness in digital outputs. Physical AI demands something different: real-time safety assurance and physical constraint systems.

Industrial robotics already demonstrates the problem. Factories use autonomous systems for manufacturing, material handling, and assembly. These systems operate near workers, expensive equipment, and critical processes. When an autonomous arm malfunctions, the consequences extend beyond a software restart. Governance requires hardware failsafes, motion limits, and human oversight protocols.

The monitoring challenge compounds the issue. Digital AI systems generate logs and audit trails. Physical systems move through space and time in ways harder to track comprehensively. A robot operating in a warehouse might take unpredictable routes. Its decision logic remains opaque even when its hardware specifications are clear. Regulators need frameworks that address both algorithmic behavior and physical constraints simultaneously.

Shutdown mechanisms present another gap. Stopping an AI model is instantaneous. Stopping a 500-pound industrial robot executing a task requires engineered safety systems, not just code execution commands. These systems must function reliably under malfunction conditions, not just normal operation.

Current governance approaches treat Physical AI as an extension of existing robotics regulation or digital AI policy. Neither fits completely. Robotics safety standards focus on mechanical hazards and operator training. AI governance frameworks address algorithmic transparency and bias.
